Transcript of last nights call to police

Dispatcher: Hello, police non emergency response..

Me: I'm calling about a barking dog, I need help, this dog keeps barking and barking..

Dispatcher: Hello? I can't hear you over your dog barking! You must control your dog!

Me: That's not my dog! (Yelling now) The neighbor's dog is tied to a cement block next to my window. He's tangled and I need a patrol car. Please.

Dispatcher: Oh, that's awful! My gosh, he's loud! Has he got food and water? Is he vicious?

Me: Uhhhh, what? Yes, no, I don't know. He's just barking and barking..I need a patrol car.

Dispatcher: how long has he been barking like that? Wow, that's loud.

Me (still yelling): Uhh, two years, he's been barking for two years.

Dispatcher: Ha ha I thought you said two years, that's so funny. Can you get him to be quiet, I can't hear you. Are you outside?

Me: NO, I'm in my kitchen. Please send a patrol car.

Dispatcher: Well, I have to see if the officers are busy, I don't know. Have you called animal control?

Me: Yes, Animal Control will not respond to this neighborhood because of vicious dogs. I've also called the Humane Society and the Mayors office, I need a patrol car. I've called you sixteen times and you've never helped me.

Dispatcher: You've called how many times? Oh, if you call more than 15 times, you are considered a nuisance caller and we don't respond.

Me: But, you've never ever sent a patrol car! I need help. Please send an officer NOW!

Dispatcher: I'm sorry but, those are the rules. My goodness that dog is loud.

Me: I'm calling 911 now.

Dispatcher: No, you can't do that. 911 is for emergencies only.

Me: CLICK..hanging up.

I totaly understand why people go on shooting rampages. BTW, I did call 911. The dog owners buddies are cops. They called him and he took the dog in. No fine, no patrol car..the dog is now back on his block and barking again. All day and all night.

I can only assume that this was an invented phone call, DD?

In our town, calls to Animal Control for nuisance barking, etc., are handled, and within a reasonable time frame.

For instance, several years ago, out neighbor had a barking dog. Day and night, the freaking thing wouldn't shut up, and considering that at that time we had a show kennel housing 8-10 adult QUIET dogs, this was a freaking irritation to me.

I asked the neighbor nicely to handle it. She tried, didn't work. Called AC to involve them. They cited her and gave her 30 days to rectify noise. She tried but dog was unreal. (And it started to get loose and roam over here - and it wasn't friendly.)
That earned her a 2nd citation with 10 days to solve the problem.
She didn't, police came, removed dog to pound. All I know was it was nice and quiet for a long while. I think the dog was re-homed? And she had a hefty fine to pay. I felt sorry for her, but not too sorry. Owners must take responsibility for their pets. No excuses.

That poor dog! That just breaks my heart. Why get an animal if you're going to treat them like that. I feel so guilty leaving my dog inside when I go to work, I can't imagine doing that to her.

I feel sorry for you DD. You did the right thing though. Obviously it's the good ole boy system there so I don't know what more you could do. Is it possible for you to sneak in there backyard and let him off? I think you've said before though that they have a fence up.

i'd fucking march over there beat on their door and yell CAN YOU NOT FUCKING HEAR YOUR DOG YOU STUPID FUCKS???????

and/or

if/when they are out in their yard start saying yelling loud "what did you say sam?" "you want me to do what sam?" start calling the dog sam....i doubt they'd get the reference....but just in case....

DD, police are to busy to answer your call because they are busy harassing innocent people (me).
I was stopped enroute home one Sunday when I lived in Oakland a notorious hood and I am a white woman walking down the middle of the street at 6:45 pm. I was stopped and asked for ID I refused and asked if I was being issued a citation for jaywalking then I would be happy otherwise I would like to go home to watch the Wire. They said, where do you live? I said around the corner. They again asked for ID. I still refused and informed them that unless this was a legal matter I need to go home and walk my dog, etc and they can follow me if they wish as in my hood I appreciate security but other than that I am a resident going home and have done nothing. They drove off.

I try to respect the cops, but there are bad apples in every bunch. I've been harassed by the cops on 7 occasions. The first occasion, the police officer falsely accused me of throwing a snowball at a passing car. I denied it each and every time he repeated the question. I showed him my bone dry hands. And when this didn't satisfy him I became livid. So I pulled out my trump card and showed him my Columbia University ID. What did he do? He shut up real quick. And advised me I was in a bad neighborhood. This was when I reminded him I grew up in said bad neighborhood. My younger brother was with me at the time. And he remained even cooler than I because he had experienced this type of harassment before. I thought I would also remain level headed, but when the cop wasn't satisfied by the facts I couldn't help but get upset. Mind you I didn't use explicatives, but I did list my rights. This did not amuse him. But I do have to say even with the checkered history that the NYPD may suffer from nothing beats LAPD in terms of assholery, because even rich white people are afraid of cops in LA.

Miss Tia, I've done that so many times I can't count. They go get the dog then put him back the next day. Always. It's insane.

Cops ARE pigs, WTH are you talking about?!!! Yes, DD, the shooting rampages are not a surprise to me at all. The plane into the IRS building, no shock there either. Gov't sucks. Thats all. That includes the police and the dumb as sh** dispatchers! Good gawd almighty. I would have come unglued on her. I am sure you were interrupting her texting the fat-ass hottie cop she's stalking, Facebooking time, YouTube time...w/e it is. People who serve others and then act like you are annoying them by asking them to do the work they were hired for need a real quick "education" in how to do their job. It's all over too. Grocery store lines are the worst. Nobody wants to f'g do their job anymore. I dont get it. Lazy-asses. Thats all it is ya' know. "You are bothering me, gawd, I'm totally bizzy!" I hate that shit. Banks, store clerks that suddenly disappear when they sense that you need help! Effers. Die!! All of you!!! Just f'g DIE!!! Your new job will be, being worm food!!!

I'd send that transcript to the local paper, the police department, animal control, your local gov't, neighborhood association, county gov't and copy it and paper the town with it.

I have made the paper aware of the problem, I have been published. I have done everything I can do legally to stop the problem. It hasn't changed. They just bought more dogs. What is a person supposed to do???

Feed the dog some tranquilizers, untie him and drive him far away. Then get a nail gun and have target practice with your neighbors.

Video tape the dog over a two week period, making certain to show the dates on the tape. Then upload the video to YouTube or some similar site so you don't lose it. Then direct every animal welfare agency you can think of to the tape, or send them a copy. And then, file a small claims court suit against your neighbor for damages due to mental distress or lack of sleep because of barking dog. I also think there is something in the law concerning "loss of enjoyment of property" that people have used to sue their neighbors.
If I were you I would seriously start researching local laws and ordinances in your area, figure out what pertains to your case, and sue the guy.
At this point it can't hurt. And it might be empowering.

If you pay taxes, the county and city need to respond to your concerns. Give them a call, write to them. Lawsuit!

No neighborhood association? Do you have any decent neighbors that would be interested in starting one? When you have that law enforcement is obliged to send a liaison to address your concerns.

Damn! I feel sorry for the critter, but more for you to have to put up with this bullshit and not being able to do anything! Stupid hillbilly town dispatchers.....16 times? If they would respond timely they wouldn't be having to call people "nuisance". That's just awful. No wonder people get away with hideous crimes in towns like yours.

Is the dog somewhat friendly? Is it possible to take the dog to a shelter a couple of towns over and drop him/her off? That is what is often advised on one of the poultry websites I visit.
The phone conversation you posted is insane. Those people (cops and dispatcher, both) need to be fired and replaced with working models of the same. You know that won't happen though, because that would make sense. We can't have that.@@
It's a lack of responsibility, and many suffer from it. Few want to do their job, and even patients I speak to don't want to hold up their end of the bargain. My hospital offers very low cost birthing classes, but few take them. When I admit a patient, I ask if they attended, and I almost always hear "no". But these same idiots want their epidurals, etc. despite the fact that they didn't take the time to learn anything about them. There are risks to any medical procedure. I have tried to do discharge teaching with a patient, only to have them start texting in the middle of what I am saying, or have family members interrupt me repeatedly when I am trying to assess, inquire regarding pain, or otherwise care for a patient. People are so self-absorbed that it is totally ridiculous. There needs to be a world-wide memo distributed that says "Wake up!! Do your job, whether it be on a personal or professional level. Do what you are supposed to do. The world will be a better place for everyone."
Good luck with the dog, DD, I know you are out of options.

You could:

Steal the dog and drop him off at a PAWS pet center/friend/adoption place, after you sedate the animal.

Get the names of the dog owners cop buddies and make an anonymous call from a pay phone a good distance from your house to Internal Affairs and say that those cops are dealing drugs in your neighbors house.

Call the FEDS anonymously and say that you believe that those people are terroists. This actually works.

Call IRS

I am a total bitch so I go the distance. haha
