Maybe Shiloh already ate her cookie before the picture was taken, did you ever think of that?. Maybe she's a pig who scarfs the cookies down in two chomps so nobody ever gets to see her with the cookie.
When Angelina went on to say that she loves the adopted children more then her own because they had such a rough life, that did it for me. Maybe that is why Shiloh never seems to be eating food.
I imagine her as a "Mommie Dearest" type saying, "Suffer little Shiloh, so you may be worthy of Mommie's love like your brother and sister." Just a hunch...

The black baby looks like flava flav ! and she acts just like Angelina ( never smiles ) God help Shiloh ! I seriously worry about that little girl :(
