Looks like cold sores or the marks you get for licking your lips too much. I use to get them as kids when I went outside in the winter and licked my lips because they were dry. But then maybe we shouldn't guess what she's doing with those lips.
holy crap she looks ... geez she is a mess. Did you ever wear those candy wax lips as a kid? They will crack up an 8 year old everytime. But those lips are REAL. She needs to shave her head.
