This reminds me of a story I read a long time ago. When Golda Meir was Prime Minister of Israel, at some point, rapes were occurring somewhere there, at an alarming rate. The men of the cabinet suggested an 8:00 PM curfew on girls and women, to protect all females. Meir said, "But, it's the men who are doing the raping. If there is going to be a curfew, let it be on them."

Terue Story: I don't know about the vice thing. My kid once told me about a guy in her shop class that put his own dick in a vice,completely naked not under his clothes, was totally getting off on it and to this day she still can't believe that happened. He didn't even get caught & she was too shocked to tell. She was in middle school then. She's graduated from college now. But the guy LIKED it. Vices don't work. Maybe thats why they call them "Vices"? That guy probably is the same guy they caught screwing chickens later!

But the problem with putting trackers on the rapists would probably be, that a rapist has to rape someone to become a rapist... how do you track a racist who hasn't made himself a rapist yet?
