Fed's spend $800 grand on dick washing

The National Institute of Mental Health (NIMH), a division of the National Institutes of Health (NIH), spent $823,200 of economic stimulus funds in 2009 on a study by a UCLA research team to teach uncircumcised African men how to wash their genitals after having sex. The genitalia-washing program is part of a larger $12-million UCLA study examining how to better encourage Africans to undergo voluntary HIV testing and counseling – however, only the penis-washing study received money from the 2009 economic stimulus law. The washing portion of the study is set to end in 2011.

I don't know. . . I wonder if this is partially to prevent HIV so that we will not be sending so many expensive drugs over there anymore. I also wonder if this is to help stop HIV so that babies and children will no longer be raped. It is a common belief over there that sex with a virgin will cure you of what I believe they refer to as "slim", meaning HIV.
If they would at least wash, it might decrease transmission.
There is also the issue of the huge number of orphans in parts of Africa. Orphans due to HIV.
I know the idea of the study sounds like a terrible waste of money, but perhaps it is one of these trains of thought that inspired the idea of something as simple as washing up to prevent disease transmission. Just a thought. It might be the most efficient, and cheapest means to deal with the crisis.

Why aren't researchers clever enough to dig in the really deep pockets? I know of a male celebrity from a movie (rhythms with "Crease") who would fund this on his own for giggles...he'd take a hands-on, altruistic approach, even offering free air transportation to the gentlemen that show promise with their wangs. One of his little, "lifted" friends might even throw in a free goat as a parting gift.

I'm not sure that most celebrities have an altruistic nature. Certainly some of them do, but by and large, I'm betting no.
I'm also betting that as causes go, dick washing is not something that has a lot of charisma. It's not something that a lot of self-absorbed, limelight-seeking celebrities would want their image attached to, you know?

Might be funny though.
